The Wiki says:
"If it fails to destroy the first targeted minefield then any others
in the area of effect will be attempted against until one is destroyed
or all minefields within range have been attempted."

Is there a way to choose which MF will be targeted or is it a game of
luck?

No you can't choose a target. If you could then you would never
choose your own and it does affect your own minefields also. Yes, it
still has a range to it. No, it doesn't specifically go by object
ID. It uses a method to mark all objects within an area, which may or
may not be in ID order.
