i find it odd that a large capitol ship which mounts a GBS 3000 shield
but instead is using a Crane x80 can still prevent boarding. you would
think that using a smaller whield on a larger object would have holes
in coverage that a boarding action could utilize to effect boarding.

would it be out of line to allow boarding when a ship uses inferior
shield generators?

While it would be more realistic, it would add a new not necessary
complexity, and would unbalance the game earlier making ALL ships
prone to be boarded.
It take a while until you have tech 10 shields, and many efficient
ship design need to have a shield a little lower than the maximum
allowed for the HULL.

So I think this should not happen.
But keep coming up with new ideas !
