This turn I got the following log on a base with two (2) resorts, one
fresh built:

...
Purchased for: 1095 mc
Out of 50 Ordered
Sensor Profile: 640
Building Structure: Resort Count: 1
Our 3 active resorts are increasing colonist happiness by 8. 30 food
and 6 supplies were consumed. 11004 new colonists were attracted by
the resorts.
...

food and supply usage are okay, but 3 active resorts?

I thought the same some time ago, but it's not a bug. it's a
feature ;).
The number of active resorts you can have ranges from 1 to resorts+1.
You can check it at the wiki.

Note:
The number of active resorts you can have ranges from 1 to resorts+1.

This should be added to the log.

only watched the happiness table.
