I'm not currently playing the EE but I've been skimming through the
wiki and had a thought.
First, a few questions:
Will 15,400 prisoners in 616 Camps generate 8,000 MC?
Will 2,015 prisoners be killed?
Even though EE need only 25 prisoners per camp, can their camps still
be filled to 100 when calculating death rates?

Ok, assuming all the above questions are answered with YES.
Set up a prison base with 616 Camps and 15,400 prisoners. To prevent
a higher death rate, drop a additonal Pod of 2,015 prisoners every
turn (pods will dock with the base prior to labor camp processing).
Transfer the 8,000 MC into GCs. Turn on and maintain TOT-A.

Would this be a worthwhile goal for the EE?
If so, would this be a worthwhile Primary goal, or should it be
relegated to a lower tier?
This would essentially give the larger population bases (5 mil) a
boost from ~5.1% growth to ~6.4% growth (taking into account Peaceful
setting, Happiness and population/city reduction). That's about a 25%
increase.
